On 3 August 2026 the Agenzia delle Dogane e dei Monopoli (ADM) — Italy's gambling regulator — announced the launch of Portale delle segnalazioni, a central complaints portal for online casino, poker, lottery and fixed-odds betting players that goes live on 10 September 2026. Licensed concessionaires will have 72 working hours to respond to each player complaint; if a reply is missing or unsatisfactory, the case escalates to ADM, which gets another 72 hours to review and can issue binding operational directives to the operator.
Portale delle segnalazioni operationalises obligations that ADM first placed on concessionaires in its circular of 24 February 2026. That document required every ADM licence-holder to activate a mandatory contact centre within three months of concession start, under threat of a fine of up to €50,000 for non-compliance. The new portal now layers a central supervisory system over those contact centres, built by ADM together with Sogei, the state-owned IT company inside the Ministry of Economy. The legal base is Article 17, section 3, letter c of the concession convention.
We read Portale delle segnalazioni as the first genuinely structural online player-protection tool in Italy since the new licensing regime launched in spring 2025. The key change is not the existence of a complaints procedure (that already ran through operator contact centres), but the arrival of an objective time measure of 72 hours. Until now, each operator effectively defined for itself what counted as a 'timely reply'. From now on ADM gets a real-time response log and can benchmark concessionaires against each other.
In our view, ADM is deliberately building a central supervisory stack parallel to the one visible in the context of Italy's retail gambling reform decree, which on 6 August was pulled from the 2026 political agenda. Tellingly, when the political part of the reform stalls, the regulatory part — ADM itself — keeps moving with tools that need no parliamentary vote. The Portale sits on the same vector as the July block of Polymarket by ADM and ANJ: make the rules visible in terms of what the operator actually does, not just in the text of the law.
We highlight the second escalation loop: if ADM decides the operator's answer is not sufficient after its own review, it can grant a fresh 72-hour window and issue operational directives. That effectively turns the complaint procedure into a quasi-administrative proceeding capable of producing a binding order to refund the player. The difference is angle — LUGAS looks at player transaction activity, the Portale looks at operator response behaviour. Both instruments cut into the information asymmetry that European regulators lived with before 2025.
Who does Portale delle segnalazioni apply to in Italy?
The portal is available only to players of ADM-licensed online concessionaires: gambling proper (casino, poker, bingo), scratch cards, online lotteries and fixed-odds sports betting. Identification runs through SPID or the CIE electronic ID card, which requires an Italian Codice Fiscale. Operators without an ADM concession — including MGA or UKGC casinos that accept Italian residents without an ADM licence — are not covered by the portal; complaints against them must go to the Guardia di Finanza or a local ADM field office instead.
When and how do players file a complaint through the new portal?
The portal goes live on 10 September 2026. Directly, no: Portale delle segnalazioni covers only the Italian ADM regime and requires SPID or CIE. Indirectly, yes. This is the fourth European regulator in six months to build a central operator-supervision platform — after Sweden's Spelpaus API, Germany's LUGAS and the Netherlands' B2B-supplier blocks. We think that puts pressure on Ukraine's КРАІЛ and France's ANJ to move to comparable formats through 2027.
